The independent PADs for DVCG-North and DVCG-South were approved by Casa Grande City Council on October 5, 2017.

Permitted Uses – DVCG-North

  DVCG-North allows for Resort Commercial. The following are uses permitted within DVCG-North
of which no single use may occupy more than 40% of the gross land area of the PAD.  See the DVCG Master Land Use Plan.

  • Amphitheater: Indoor & Outdoor; musical concerts, theatrical, and variety events with convenience uses; snack bar, restrooms.
  • Amusement Park – Commercial type with amusement rides and attractions for daytime and nighttime use including: amusement park style rides including but not limited to roller coasters, dark rides, and observation decks.
  • Animal boarding facilities within enclosed structures.
  • Banks and other financial institutions. 
  • Commercial Recreation – Indoor & Outdoor: motor sports, off-road vehicles, exotic cars, racing, go-karting, obstacle course attractions, skateboarding, wakeboards, water skiing, inflatable water slides, surf pools, boat, jet ski, water jet packs and similar devices, snow and ice activities including skiing, sledding, tubing, skating. extreme sports, swimming, scuba diving, rock and wall climbing, ziplines, arcade, canoe rides, live shows, stunt shows, animal shows., and various augmented and virtual reality attractions, simulation rides Variety and musical shows, haunted house type attractions, plays, ice-capades, circus, light shows, fireworks, pyrotechnic, concerts, including but not limited to other entertainment park attractions, etc. 
  • Convenience food store with fuel islands.
  • Daycare Center.
  • Delicatessen and catering establishment.
  • Dry cleaning and laundry - Commercial type.
  • Food Sales from Vendor Carts. Pre-processed foods only.
  • General service uses including business, personal and professional service.
  • General Retail businesses engaged in direct sales to the ultimate consumer, including internet sales.
  • Hotel and Time share, and/or fractional ownership units limited to 30-day periods, renewable.
  • Medical, dental or health clinic.
  • Motel.
  • Offices, professional & administrative.
  • Parking Garage and Offsite Parking Lots.
  • Passenger Rail Service: Railroad Station with convenience uses.
  • Product development and testing activities.
  • Public buildings.
  • Public Utility Facilities: water wells, water treatment, water storage, electrical substations, gas regulating stations, waste water treatment / package / pre-engineered plants, energy production off-grid: solar, wind, geothermal, gasification/pyrolysis, bio-digester. etc.
  • RV Park for overnight guests and short term stays not to exceed 30 contiguous days.
  • Recycling Facility primarily as a feedstock source for generating electricity for the project.
  • Resort/Hotel: guest rooms with conference facilities, restaurant, lounge, entertainment, and multiple recreational amenities.
  • Restaurants, with or without drive-thru.
  • Schools, Public or private.
  • Specialty Retail Sales only for equipment used and tested within the Project, including: electric vehicles, boats, bikes, etc.
  • Studio for Movie, Television, and Radio; including communication and broadcasting.
  • Tavern, bar or lounge.
  • Transportation-water taxis, trolley (rail and tires), tram, electric vehicles and charging stations, autonomous vehicles, buses/shuttles, monorail (any speed), horse drawn carriage.
  • Warehousing / Distribution.

Permitted Uses – DVCG-South

DVCG-South will be developed in accordance with all land use regulations and development standards applicable to the City of
Casa Grande Zoning Ordinance, except as amended by this PAD Amendment. All other development standards will be in accordance to City Code requirements.

The residential portion of the entitlements remains as the previously approved PAD for Casa Grande Mountain Ranch for 2,718 units (604.19 ac x 4.5 du/ac) with an overall density of 4.5 dwelling units per acre and consisting of high, medium and low-density units including 64 one-acre estate lots along the foothills.  An additional 122.05 acres were added to the DVCG-South PAD: 13.4 acres along I-8 for a future ADOT right-of-way for a new interchange; 68.63 acres along the south side of I-8 for an animal refuge attraction, resort hotel, restaurant, and Welcome Center; and 40.02 acres for medium density housing at the southern portion of the PAD.  DVCG-South is adjacent to the city’s 18-mile regional park consisting of hiking, biking, and equestrian trails.
