Casa Grande Mountain Ranch
The individual PADs for the RGCC and CGMR were approved by Casa Grande City Council on March 11, 2014. The RGCC PAD contemplates six land use categories: mixed-use commercial, business park, light industrial, office/light industrial, garden office, and high-tech corporate office employment of up to 10 stories. The RGCC zoning changed in 2018 by a buyer in escrow for more resort entertainment uses. The buyer did not perform, so in 2019 the owner started the process of reverting the zoning back to the 2014 approved uses, which has received unanimous approval from the Planning Commission. The case is ready to submit to City Council with 30-days notice.
CGMR was originally approved for 2,444 residential units and subsequently approved to 2,526 units with an overall density of 4 dwelling units per acre and consisting of high, medium and low-density units in addition to 64 one-acre estate lots in the foothills. The PAD also includes a 31-acre resort site at the northern slope foothills of the Casa Grande Mountains, maintaining visibility from I-8. CGMR is adjacent to the city’s 18-mile regional park consisting of hiking, biking, and equestrian trails.
Development Agreement
The City and Casa Grande Mountain Ranch, L.P. entered into a development agreement to facilitate the development of the land by providing for, among other things: (i) the permitted uses and the density and intensity of such uses; (ii) the phasing of construction and development; (iii) the conditions, terms, and requirements for the construction, installation, and financing of public improvements including consideration for a Communities Facilities District.
